Carrickmacross is set for a new café on Parnell Street after Monaghan County Council granted conditional planning permission for the change of use of an existing retail unit at number 4, Drummond Etra.

The Irish Independent reported on Thursday that the south Monaghan town is primed for a new coffee shop after local authority planners approved designs for the redevelopment of an existing retail premises. The publicly available part of that report does not give the address. Council planning records show that on 12 October 2026 a decision of conditional permission was made on application 2660033 at 4 Parnell Street, the only café-use decision among the latest Carrickmacross decisions listed on OpenList.

What the permission allows

According to the published development description on the PlanningAlerts record of the council file, permission covers a change of use from the existing retail unit to a proposed café, demolition of the recessed shopfront entrance, construction of a new shopfront with an additional door to first-floor level, proposed signage, a single-storey extension to the rear, alterations and additions to the interior and exterior, connections to existing services and associated site works.

The application was received on 9 February 2026. Further information was requested on 30 March and received on 25 September, before the 12 October decision. The decision-due date on the file had been listed as 22 October 2026.

Retail boost for the town centre

The Independent described the approval as a retail boost for Carrickmacross, framing the project as adding a coffee shop to the town's mix after planners backed the redevelopment of a commercial premises already in place. The newspaper did not name the operator in the material available when this report was compiled.

The conditions attached to the grant were not set out on the planning summaries checked for this report, and no commencement notice or opening date has been published. Separate Castleblayney Road coffee-shop application

A separate permission application on Castleblayney Road, Carrickmacross — seeking change of use of a vacant retail/commercial unit to a coffee shop/restaurant with external seating, kitchen, staff and customer facilities, signage and parking — was lodged on 21 September 2026 and was still shown as pre-validation on PlanningAlerts when checked. That file is not the same as the Parnell Street decision.
